PPWR: European rules on packaging and packaging waste

The Packaging and Packaging Waste Regulation, or PPWR for short, is the new European regulation on packaging and packaging waste. The PPWR entered into force on 11 February 2025. From 12 August 2026 most provisions will apply. Other obligations will be phased in over the following years. The Regulation applies to all packaging placed on the European market, regardless of the material used. The PPWR includes rules on recyclability, reuse, material use, packaging minimisation, substances in packaging, information provision and labelling.

The statement has been prepared on the basis of the product data, supplier information and legislation available on the date of issue. As European legislation and the associated implementing guidance continue to be developed, we will monitor developments closely.

What will change as a result of the PPWR?

The PPWR considers the entire life cycle of packaging: from design and material selection to use, reuse and end-of-life processing.

The main objectives are:

  • less packaging material and packaging waste;

  • more reuse of packaging;

  • improving the recyclability of packaging;

  • reducing the use of primary raw materials;

  • clearer information on composition and processing;

  • restricting certain harmful substances.

The European Commission aims for all packaging on the European market to be recyclable in an economically viable way by 2030.

Not all obligations will take effect at the same time. A number of technical methods, guidelines and implementing decisions are still being developed. This applies, for example, to parts of the harmonised method for calculating packaging recyclability. It is therefore not yet possible to provide an official PPWR recyclability score for our products.

What does the PPWR mean for wooden transport packaging?

Pallets, pallet collars and other wooden packaging are classified as transport packaging under the PPWR. Foresco supplies new, repaired and reused wooden packaging for industrial and commercial logistics applications. It is intended for the transport, handling and storage of packaged goods and not for direct contact with food.

Wood naturally has a strong position within a circular packaging chain. Our wooden products are designed for repeated use. They can be inspected, repaired and returned to circulation. At the end of their service life, the main materials can be recycled through established wood and metal recycling streams.

Who is responsible for PPWR compliance?

The PPWR applies to various parties within the packaging chain, including producers, suppliers, importers, distributors and companies that place packaged products on the European market.

In general, under the PPWR definition, Foresco is the supplier, while you as the customer are the Manufacturer and are therefore responsible for EPR (Extended Producer Responsibility). This follows from the fact that you, as the customer, determine and decide on the specifications. This does not apply to standard Euro pallets, for which Foresco is the Manufacturer with the associated EPR obligations.

As the supplier, Foresco provides information about the packaging products we supply. Customers remain responsible for assessing their complete packaging system and the way in which they place their packaged goods on the market. As the customer, you remain responsible for preparing the DOC and declaring the volume of packaging placed on the market.

Foresco: prepared for a circular future

Circularity has been at the heart of our activities for many years. We produce new wooden pallets and packaging, but also collect, sort and repair used items. In this way, we extend their service life and keep valuable materials in the chain for as long as possible.

In a later phase of PPWR implementation, you as a customer will also be required to demonstrate the extent to which pallets are reused (Article 29). With our Collect, Repair & Re-use solutions, we support companies in managing, recovering, repairing and redeploying their transport packaging. This helps provide a clear overview of waste, raw material use and pallet flows, making it easier to comply with PPWR obligations.

The regulations continue to evolve. Foresco closely monitors new European guidelines and implementing acts, and updates the available information whenever necessary.
